History of Bowen & Partners
Bowen and Partners is a Chartered Quantity Surveying practice providing project and financial management services to the public and private sector. Formed in 1963 the practice is based in Cardiff Bay.
The partners and staff are from mixed backgrounds with experience in project and construction management, quantity surveying, CDM Co-ordination and party wall surveying.
Over the 49 years the practice has developed all commissions are managed by a partner from which we have earned a reputation for providing our clients with sound financial advice and practical knowledge of the most appropriate forms of procurement to meet our clients timescale and budgetary constraints.
The practice has promoted partnering in construction and in 2005 received an Award from the Government sponsored Constructing Excellence for a housing regeneration project at Bettws which was adopted by the Welsh Assembly as a demonstration project on partnering procurement.
We have utilised partnering procurement in education, housing and commercial projects.
In the public sector, we advise many Local Authorities on their varied housing, schools and leisure projects and new civic offices. We were the appointed QS for the £90 million Cardiff Bay Barrage.
We act as auditors for the Welsh Assembly on their grant programme and also act as project monitors for clients on grant aided schemes.
Principal areas of works are education including primary and secondary schools, further and higher education projects, residential and commercial developments. In the housing sector, we have managed the construction of over 3,000 affordable homes in Wales. Notable projects include the 560 homes St Mellons project in Cardiff which was the first scheme in the UK to be approved by the Treasury for mixed funding and the Bettws Regeneration Project which became a demonstration project for the Housing Forum and Welsh Government.
In the commercial sector commissions include offices, retail and industrial projects. Notable projects include Cardiff Bay Barrage and associated developments in Cardiff Bay; Welsh Industrial Partnership which is a joint venture between RBS and Welsh Government on industrial developments in Wales and the Merthyr Tydfil Old Town Hall refurbishment.

M.T. Bowen FRICS ACIArb Malcolm Bowen is Principal of the Practice having joined the partnership in 1973. He has been responsible for practice development particularly in the residential, education and commercial sectors. He advises clients on procurement options to meet their required timescales and cost limits. In 2000 following the Latham and Egan reports on the construction industry, he introduced partnering into social housing contract which became a demonstration project for the Welsh Assembly and also into the education sector. |
Alan Thomas BSc MRICS ~ Associate Alan has been with the practice for 25 years. Alan heads up our pre-contract section with wide experience of JCT and NEC forms of contracts. This includes preparation of tender bills and contractor quantities. Previous experience includes Cardiff Bay Barrage, schools and universities, commercial developments and regeneration projects. |
Scott Rooks BSc (Hons) MRICS ~ Associate Scott is responsible for the practice QS computer programme including BIM and business development. Scott is one of our project/financial managers and also advises on party wall requirements. Recent projects include NEC 3 target cost contract for Cardiff Metropolitan University, PPC 2000 contracts for social housing and JCT Design Build with Quantities form. Scott is also manages a number of listed building regeneration projects. |
Graham Carr B.Eng (Hons) D Leslie Morgan Prize for Management Studies; Post Graduate Diploma in Environmental Engineers. Graham is a consultant to the practice on construction management having spent 37 years in the construction industry. Graham was Managing Director of Willmott Dixon Midlands and North regions until 2004 when he was made Technical Director for Willmott Dixon Construction. Following his retirement in 2006, Graham joined the practice and is one of our senior project manager. In 2010/11 he was responsible for the £15million Cardiff School of Management which achieved the 2011 RIBA Award. |
Claire McLennan MInstAM ~ Practice Manager Claire has been with the practice for 15 years and responsible for practice administration and marketting. In 2011 Claire was a finalist in the PA of the Year Award. |
